If you keep refreshing at the Create-A-Pet page on Lutari Day, the option to create one will show up sooner or later in the 'Available Limited Edition Pets' area, and you should be able to get one easily. ^_^ Good luck! The Lutari Transmogrification Potion costs around 3 million, though, and the cheapest Lutari morphing potion is around 2 mil. Their best (and cheapest) bet is still to attempt to create one.
